In 1971, General Idi Amin seizes control of Uganda. In the eight years following, more than 300,000 people are killed during his fanatical reign of terror. Director Barbet Schroeder went into Uganda during that regime ostensibly to record whatever the General wished to show him. But he emerged with this film: a sometimes funny, sometimes deeply disturbing portrait of a megalomaniac intent on total control of a terribly disadvantaged African country.
